I am not sure exactly what you are trying to do. Are you wanting to send a notification to the assignee with the value of a custom field changes?
Can you give an exact example?

i want to add one new Custom Field naming Resolved by in which i want it will display the User Id of the Person who Logged in and resolving that particular issue.
Suppose if any Alert Assigned on my Name and when i worked on that alert and changed its status to resolved then that newly added custom field automatically store my name in that custom Field.
Thank you for the clarification. You could create an Automation For Jira rule that when the issue is transitioned to Done you place the value of the current user into the custom field.
I would create the custom field as a User Picker (single user) type custom field.
