I need to know step by step, how do I create Service request tickets.
Could you provide a little more information? Are you looking for support from Atlassian, or are you trying to set something up on your Jira instance?
The simple answer is "log in and click create". But I suspect you have a wider question than that. You'll need to explain what the rest of the question is for us to be able to help you.
