There are a few ways you could tackle this:
If you are looking for a way to split out the work of a single Project so that the work is divided between teams, you could use a new Kanban or Scrum board for each team so that each team only sees their specific work.
OR
If you're looking to split up the larger level Project / Programme into more manageable Projects for the shorter-term, you can have a single High Level 'Portfolio' Project that holds all the Project Initiatives, then have 'Sub-projects' that hold the smaller Project specific work and link the work up to the Initiative.

IN Jira, I found only to create a project, how can I create a portfolio project?
In Jira, it is quite simple to break larger projects down by creating a single Jira Project and treating it as a 'Portfolio Project' or a higher level project that contains the larger initiatives you would like to get done.
You can then create more projects specifically to handle each project within the initiative.
Lets say 'Project x' has 2 initiatives that correspond to 2 smaller projects you would like to deliver.
You can create 'Project x', 'Project y', and 'Project z' within Jira.
'Project x' should have an issue for each of the projects you would like to deliver, named after the relevant 'sub-projects'.
'Project y' and 'Project z' will be the smaller projects were the teams will work and the project should be broken down into Epics (project outputs you want to deliver) and Tasks (actions that get you closer to delivering those project outputs).
With Issue links, using the 'Linked Issue' field you can link up each of the Epics in 'Project y' and 'Project z' by giving them the 'Is related to' link and linking the relevant issue in 'Project x'.
