Is there any exact reason behind why we can't make the fields assignee and attachements manadatory using field confoguration option. While we can make other fields mandatory, I am new to jira can any one tell me in detail plz
Assignee is expected to be made "mandatory" by using the "disallow unassigned issues" flag in the config, and attachments is not a field, it's an area for handling attachments (that it is incredibly rare that you'd want mandatory - no-one believes a "simple" system would force an attachment for every issue)
That's why they don't appear.

I don't know why they are excluded from the Field Configuration, but you can use a validator on the the Create transition of the workflow to make sure that fields are required.

For future reference, it's always better to create/post a new question that you have instead of adding to existing questions.
But to accomplish this, you would edit the Workflow attached to the project. Then edit the desired transition (the link between statuses). There you can add a Validator.
