Can we create a Request intake form in JIRA and have people access it to submit their request without needing a license in JIRA?

I know there is also a Service Desk available within JIRA, are request intake forms part of it or can we also make a standalone request intake form for a project?

If you don't mind using the app for this goal, I can suggest one. It takes you 1 minute to set up a customer portal for any Jira Cloud project and let your customers (or teammates who don't need access to Jira) feed requests into it.  The app works as a 'Jira mirror' but with a simpler interface and cleaner overall experience.

And it's definitely cheaper than having Jira licenses or Jira Service Management. You can calculate the price on the marketplace for your company. Marketplace apps are billed for the number of users in your Jira instance. I hope it helps you.
