Can everyone with access to the Jira software in the company view all the projects or are they specific to the people who are included in the project?

Access to Next-gen projects are based on the persons in the Access section under Project Settings.
For all other types of projects, it is based on the Permission scheme attached to the project. Those persons in that scheme with permissions for Browse project can see the project.
