Why I can't add people to my projects?

I cleaned up my Groups and Permission Roles then suddenly, users can no longer access the projects. I am trying to add people to the projects but the dropdown does not display the users list, even when assigning the issues, the dropdown dont suggest any user. Please help

Hi Kenneth - Welcome to the Atlassian Community!

The first place I would look is the Permission Scheme for that project. See who has Browse Project permissions for the project. That might be which is preventing persons from showing up under the dropdowns.

Thanks! I can now assign the issues. However, I still can't assign people to the project. It does not show any result:

Well, there's one more permission you should check. Make sure your users have the Assignable user permission in the same scheme.

And just to check - NO user comes up? Or just certain users? Does YOUR name come up?

I manage to solve the issue by adding the "Browse users and groups" global permission to Administrators group.

It can be tricky because I can't select the group because I still dont have the browse global permission. What I did is I added the browse permission to "public", then I was able to select the Administrators group and gave the browse permission. After that, I removed the permission to public.

Everything is working now.

This is a response to the issue of not finding group to grant permission.

We have a brand new site and project. So there was no groups assigned to Browse users and groups. In my very first attempt to grant permission, my only option in the Group drop down was Public. Reading these posts made me realize that I could type a search term to find groups. However entering just "jira" didn't find any group for me. Only when the full group name jira-software-users was entered, then that became an option to select and grant permission.

Once jira-software-users was given permission to browse users and groups, user groups started showing up in the Group drop down menu for granting other permissions.

Agree with the above suggestion. The recommended steps mentioned above solved the issue of not able to add users to the project. The way it worked for me was to do the following:

Select Jira Setting >> System (Under Jira) - I am able to do this as a Site admin.
Click on Global Permission (in the left menu)
Copy the group name 'administrators' from existing group list
Scroll to the bottom of the screen and select the Browse users and groups under grant option
paste the group name administrators in the Group option and click Add
