It seems that the following Parameter has no effect on the cloud version of Jira:
jira.comment.collapsing.minimum.hidden=0
How can I accomplish that?

Based on the Advanced Setting configured here, you're looking to disable comments collapsing? By setting as "0" this means there will be no comment collapsing.
This will work in the classic view - but the Advanced Settings do not apply to the new issue view where comments collapse, regardless. I could not find a specific suggestion for this to be enhanced - I would suggest adding a sub-task into the main suggestion found here: JRACLOUD-70555
Alternatively you can revert to the classic view via your user-level Jira settings.
