It looks like that there's no way to link issues by a filter in the new issue view. Could anyone advise on this?

It doesn't look like this is possible in the new view yet.
If you would like to see this added, I would add this as a suggestion for Jira - see other related suggestions for the new view here: JRACLOUD-70555
