We are not able to Associate the scheme with a new project with help of following link https://support.atlassian.com/jira-core-cloud/docs/manage-permissions/
We have to trying to create project to integrate / push issue from TestRail. support us to fix the issue.

Are you getting an error? Are you not able to get access to the project settings? What exactly is keeping you from associating the scheme to the project - and you provide steps?
