Is it possible to set permissions for “edit issues” so that one person can edit the “description” of the issue and the other can change the Story Points or Sprint in the same issue?
Nothing like that in Cloud, unfortunately, Vladimir. No Cloud add on that can help with that as well.

On sever platform it can be done using Behaviours add-on, but you can't use that in Jira Cloud.
