On the releases page for one of my projects: https://traackr.atlassian.net/projects/BI?selectedItem=com.atlassian.jira.jira-projects-plugin%3Arelease-page, I can no longer create or manage releases. The buttons that used to appear to do this have now disappeared. Any idea what might've happened?

The first place I would check is to make sure your user in assigned a Project Role that has the "Administer Project" permissions on the Project Settings page.
