Cannot create NextGen project

A notification pops up stating:

Project not created
For some reason the magic didn't happen.  Click Create to try again.

No matter how many times we click create, we cannot get a successful project creation.  It does not matter if we pick Kanban or Scrum as the template, and we are able to add Classic projects.
