has 2 user. It is not possible to add more users, the plan is for 10 users.

I'm getting the same error when I try to add one user to my Jira Cloud Dev instance. Currently it has 3 users and I'm trying to add one more. Any insight?

i suggest you create a new question and specify your environment, e.g. cloud, plan, current number of users etc.
