when my team member try to access the JIRA he is getting error that , the request to acess has been sent to JIRA admin but i have already added him to JIRA i can see his name
but why she is not able to access JIRA

The user may be havimg access other products in your Cloud site, but the access request for Jira still pending.
If you are a site-admin, go to your Cloud site Administration > Access requests page and see if the user access request is pending.
You need to grant access to the user if it's listed there. You may refer to Approve product access requests for more details.
