How do you add a Group to a Project

I'm trying to add a group to a project, but the group is not available on the chooser - even though I have created the group.

* Log in as a user with the 'JIRA Administrators

* Choose > User Management. Select Groups to open the Groups page.
* To create a group, enter the new group Name in the Add Group form in the Group Browser and click the Add Group button.
* Associate a permission scheme to the group
* Each user can be added to any group and each project roles can be edited

Where you're adding the group? In permission scheme, "Roles" tab, or somewhere else?
