The button to create classic project is disabled, but i have all the permissions, i can see the jira settings on admin page.

Just a guess thinking of the server version:
All the projects he is an administrator of but nothing else. I doubt that David has the administrative permission as the text underneath the greyed-out button suggests.

can you please have a look at the global permissions and check whether the "administrators" group is listed in the "Administer Jira" global permission or not? That is the necessary permission for being able to create projects. As long as we do not know which groups are granted this permission, this is pure guesswork. By default site-admins and administrators have this permission.

that doesn't look good. And I have no idea right now how to fix that. Maybe it's best to open a support ticket with Atlassian showing the screenshot. They still have access and should be able to fix this easily.
