How do we bring in an approval process for deletion of issues in Jira?

The situation is a few people in our organisation have permission to delete issues.

But there is no control or traceability of whats being deleted. Is there any feature where the users can request for deletion of an issue & the person who is authorized to delete it would be notified & they could take the decision for it.

Yes, you could create a specific Issue type for the 'deletion of issues', (e.g. Deletion Request Task), something that will not be used for any other circumstance. 

Then set up an automation rule based on:

1. when a request is created,
2. based on the Issue Type defined (e.g. Deletion Request Task)
3. Then assign to a group of people/or individuals (those people who have deletion permission). 
4. Also the person logging the request needs to add a comment (e.g. I request deletion of issue number xxxx) - that way there is some audit trail from that person. 
5. You could take this automation one extra level, and have time logged against the task and or a comment added from the person who deleted the issue number. 

I am using a free automation plugin for Jira Service Desk called Automation Lite for Jira. It is very powerful.
