multi user Picker custom field - unable to add user

I have a custom field called "CC list".

One of my Jira users , is unable to add a project member to the CC list. Any idea why ?

Hi @Madhur Bhatia ,

Please confirm if this user has Browse users and groups permissions in global permissions.
