How do I allow an user to set up issue types in next-gen projects?

We need to add some custom fields to the issue types.

I have an admin user which receives an error every time he tries to add a custom field.

What are the permissions I should give him, and where do I found them?

Even better, can I globally add issue types custom fields in next gen projects?

I understand I cannot create global custom issue types for next-gen.

The problem is we want to add custom fields to our issues, but we are facing this bug, so I though it was a problem of permissions.

It seems custome fields it's just not stable enough, yet.
