How can I check sprint status with validator?

I have a problem's. Sometimes our new developers changed the status of a problem that was in an inactive sprint.

I want to add permission in the workflow.
I want to check: if the issue's sprint didn't have the status “Started”, the status of the issue shouldn't be changed.

How can I do this?

It is not possible to do that without a third-party addon.
