Is there a way to import or export articles in to and out of a Jira knowledge base?

Jira doesn't have a knowledge base. Do you mean Confluence?

We have an IT Helpdesk Project in Jira. As part of that we have a knowledge base where we can create how/to troubleshooting articles.

Aha. Then CSV export might be helpful

Ok so that functionality is available? Is it limited to administrators? I'm not finding how to do that.
