If I have a particular issue open, I can view the history by clicking "Activity" > "Comments" Drop down > select "History".
I was wondering: does the history log displayed remain for the lifetime of the issue or get deleted periodically?

Yes. Unless you delete the issue the details will remain.
Details will show up until it has been deleted. And you need to have permissions to delete!
