Full disclosure...I haven't found Portfolio to add value to my previous organizations. I suppose that it's partially due to a lack of understanding on our part.
Ultimately I need to calculate velocity by teams without Portfolio...
If each team has its own board then you can use the velocity report on the board. Otherwise check out Agile Reports and Gadgets for a nice variety of velocity reports.
