How can I make Log work required in a workflow transition

Question

I don't have Tempo, and use Jira's standard Log work functionality. This works fine. Now I want to force the user to log time spent in a workflow transition. I can create a screen with the Log work on it, but this screen only shows a comment. Not the Log work fields.

What do I miss here to get this working?

Thanks for your answer. I dont have that option, and do have the Work log permission. I added the screen to the question.
