How can I give "Create Component" rights to any particular member in my JIRA board?

I have a JIRA board and being an Admin, I can easily Create a Component in my JIRA board. But I want to give the rights to a particular member of that board and no one else. How can I do that? I want him to manage the components. Please guide me with this issue.

You need to have the project-specific Administer Projects permission or the JIRA Administrator global permission to be able to:

* Add - create a new component against which issues can be aligned
* Select a default assignee - choose who is automatically assigned issues with that component assigned
* Edit - change a components details
* Delete - remove a component
