We have an excel add on that lets us change many issues at once. its great but we want to customize the restrictions to this add on to certain users/user groups and also certain projects. can that be accomplished? and how?

If the plugin uses the bulk change permission you can restrict that permission. Otherwise, the plugin would need to provide that functionality. Nothing in basic JIRA would allow that.
