Group can edit but non create/delete/publish

Hello,

Is it possible in confluence to create a role that can only edit, but cannot create / delete / publish a page?

Not a role, but you can add people or groups into spaces with read-only access.  Have a look at the space permissions, you'll see a swathe of permissions that you do not need to grant (for read-only, tick the first box for "can use" box only, leaving add/edit, delete, attach etc off)

Note that you may have an access scheme that allows everyone more access, you will need to consider reducing that access.
