The link https://marketplace.atlassian.com/plugins/com.riadalabs.jira.plugins.insight/server/overview says the plugin is available but I can't find it in add ons.
It's not available for Cloud.
Contact the plugin developer directly to request that they build a Cloud version of the add-on.
