Is it possible to configure swimlanes in JIRA core? Current example is setting up a shared to-do list for a Finance team, and would like to setup a swimlane per assignee.

No, the boards in Core are very simple, and won't get all the features that Software boards have.
Is there alternative way to achieve my desired outcome then?
I don't think there is, without an add-on. Comala Canvas can sort of fake up a board with swimlanes I think, and, of course, there's the Software application itself
