How do i assign users to a group before they are registered

I used to be able to create a new user and then immediately assign them to a group. This way when the user authenticates their account they will immediately have access to the projects that group is assigned to.

It seems that the "Create New User" flow has changed and I now have to wait for the user to authenticate their account before I can assign them to any groups. 

Is there still a way that I can add users to groups before they authenticate their account?
