Multiple workflows make up my workflow scheme, why are they not displaying on my project?

I created a workflow scheme made up of several workflows.  Each workflow has a unique issue type.  When I assign the workflow scheme to a project, only the first workflow is displaying. Is jira not compatible with a workflow scheme made up of multiple workflows and issue types?
