I have Admin privileges on the system and I do not want the other users to update the Priority field.Can I block or hide this field from them?
(That only me and another user can edit this field)

It is not possible to have field level permissions in Jira, however there is a workaround to achieve this. You can check it here: https://confluence.atlassian.com/jira/how-can-i-control-the-editing-of-issue-fields-via-workflow-149834.html
It will require some understanding of Screens and Workflow Conditions.
