Question

I have few questions (for JIRA Cloud):

* If you have system failure (either software or hardware) then how much time it will take to make available JIRA again?
* What will be data age in this case (in other words how often backup is taken)?
* Any actions users should take?
* Do I as a user have access to backups made by you or I should perform them myself (let's say I made a mistake and want to rollback to some moment)?

Here're some articles that provide details around backing up JIRA. In short - when JIRA is inatalled by default there is a scheduled daily XML backup which stores the backup files in the JIRA_HOME directory, but that's a data only backup, meaning that attachments, avatars, etc.. and the installation config files will not be backed up.

So I would recommend reading carefully the articles below and setting up an automated backup procedure for your JIRA instance.
