The list of "other macros" does not include the anchor macro.
At the bottom of the below page they mention that temporarily the anchor macro is unavailable.

@Jessica Piikkila those of us marked "Community Leader" don't actually work for Atlassian, we're just active in this community. Since you do work for Atlassian, you might want to check internally about this and particularly if you are using your own Confluence site as it could be configured differently from regular Cloud sites.
