I currently have 10 users of JIRA Cloud - what is the cost of increasing this to 15?

See https://www.atlassian.com/software/jira/pricing - your monthly bill will change from that for 10 users to the price for 15

My suggestion is to contact the sales@atlassian.com to get a quote for that.
