Currently the Admin sets in a lengthy project description, but only the admin can even see it. Is there another place we can put this statement(s) so they scrum team can see it as well?

The closest I can think of is the sprint goal, which will always display at the top of the board during an active sprint. But that's a description for the sprint, rather than the project as a whole.
If you have Confluence integrated with your Jira project, you could create a Confluence page with a project description, but I know that really isn't ideal either.
