Show Work Attributes on a Project basis Or on A User Group Basis

We would like to have Different work attributes values for a different project issues.

If the user wants to log work on A Project issue it should have work attributes 1, 2, 3
If the user wants to log work on B Project issue it should have work attributes 4, 5 ,6
If the user wants to log work on C Project issue it should have work attributes 7, 8, 9

Is there any possibility to achieve this in Tempo..
