add issue in company managed project

I could add issues initially 

once I created the issue, and wanted to add more issues later, there isn't any way to do it

the button is gone, please help!

Welcome to the Atlassian community!

That button displays only when the project is brand new and empty.

After you create the first issue, use the blue Create button at the top of the screen to create more.
