One particular user appears to be configured the same as others users but cannot create a ticket or designate when that ticket is completed.
Hello @Phil Bandy So creating an issue in jira is "create issue" permission and transition an issue in jira will required "Browse projects" permissions + Transition issues permissions in Jira.
There might be couple more things like if the user has a jira licence or not. If you have admin rights you can also try to use "permission helper" which can be found under System>admin helper >> Permissions helper and check the user on a particular issue/project as well.

What type of project does this concern? You can get that information from the Type column on the View All Projects page under the Projects menu.
Does it matter what type of issue the user tries to create or complete in the project?
A user's Project Roles in the project and the configuration of Permissions in the project can affect this situation.
There may also be rules/conditions/validators in the Workflow for the issues that can have this affect.
