As @Marc -Devoteam- mentioned, please reach out to the org admin/site admin, as they have authority to approve the product access requests, and once done, you should be able to acess jira.

Reach out to you jira or Organisation admin or even your IT department.
We on the community are users like oyu, we can't access Cloud instances to help you with access.
This can only be done by administrators of this Cloud instnace,
