I am having intermittent access issues in Jira, I have to reload often. But one issue that is constant is that I no longer can access the Work Description box in Time Tracking when I am logging my time.

Are you using the native Log Work feature or a third party time tracking app?
What do you mean by you can't access the Work Description field? Is the field not displayed, or are you not able to click in it?
For the native Log Work feature you do have to first enter a value in the Time Spent field in order for the Work Description field to display.
I'm not able to click into the Work Description field. I put in a time, such as 3h, and Date started and Work description appear but there is no text box with Work description anymore. I am not using a third party time tracking

I have not been able to recreate your issue.
Do you know if any other users of the same Jira instance have the same problem?
Have you tried using a different browser application, and/or using a private browser window like Chrome Incognito?
Have you escalated this problem to the Jira Administrators of your instance?

I get this error message when I try to use an incognito tab in Chrome:
"We tried to load scripts but something went wrong.

You get that message in a Chrome Incognito window when you click the Log Work option?
I am using a Chrome Incognito window all the time and have not encountered that error.

I am unable to log into Jira in an incognito window. I get that error message. My Jira Admin in IT has tried everything. I have whitelisted Atlassian's IP addresses in my firewall. I am unable to find an email or message board for Atlassian support.

Other users say they have to refresh alot and eventually errors go away.

A Jira Administrator can open a support case with Atlassian at
https://support.atlassian.com/contact/#/
A non-Administrator cannot open a support case directly with Atlassian.
Have you tried other browser applications, like Firefox, or Safari?
