I try to use a Rovo agent to help my team create better work items in Jira but can't give it permission to link work items together. This is in my opinion quite a central functionality when creating work items in a project, is there a way to get around this without having to manually link the new work item to existing ones once it is created? I was thinking of maybe creating an automation rule that can help but am unsure of how stable this solution would be. Preferably the skill to link items is added to Rovo chat instead.

Rovo doesn't have the permission to do this because it lacks the action to perform the linking of the issues: https://support.atlassian.com/rovo/docs/agent-actions/
Additionally, you could create a Forge action that would do this instead.

I have implemented a similar functionality for our users on our site.
It is a combination of a Rovo Agent and an Automation.
