No longer able to add Jira users (free and paid accounts)

I am no longer able to invite users to Jira despite only having 6 of 10 slots used. The system said that roles could not be assigned.

The Jira was associated with a site ("uthere.atlassian.net") that was not associated with any organization.

Various help info implied that I needed to create an organization, which I did ("Uthere, LLC"). But it appears impossible to link or transfer that site or the active Jira repository to the organization, even though the active Jira under the unassociated site and the Admin page for the organization I created are both accessed through the same login.

 

I tried upgrading Jira to trial paid program (on trial basis). The system now allows me to complete the "invite" screen for Jira users, but does not allow me to then authorize invites as administrator. "Approve Request" button in email leads to a page under admin.atlassian.com: Access requests that says "you need permission", "request access from your administrator".  I *am* the administrator - same email address / login. 

My only objective is to be able to add Jira users under the *free* program. The paid program is too expensive for us and does not offer any capabilities that we need, I just tried it to see if it would resolve the issue.

Hi Jim,

Do you also have Jira Service Management setup for that instance? And do you already have 3 users assigned as Agents? If so, that is probably what is preventing you from adding more Jira users. I know that sounds crazy but that's what it does. So if that is the case, take one of the users out of being an agent and drop that count to 2. Then refresh and see if you can now invite a Jira user. 

If that all works out, then you can add your JSM agent user back.
