is there any alternative option how to make app "not free" (the app provides a business service - therefore is not free) while also not tying it up to user-count?
The application is a small utility for Jira - but should be used only by administrators and I simply can not see a large organisation with, say, 100k users paying their user count * 0.01 for this application.
As per current marketplace partner agreement, the "paid via vendor" is also not available for cloud nor connect apps - so this is not an option.

While there might be additional options in the future, as of now, your app license tier always matches the parent product's tier. A common way to address this currently is to adjust the overall pricing accordingly if your target group of actual users is significantly smaller (here: admins only). However, this is sometimes not easy to convey to customers.

As of today, Theres no a general Jira Cloud Marketplace option for a listed app to be paid independently of the site/user tier.
