We require all our users to log in via a single SSO but have additional/alternate emails for a subset of users where content should be sent to an alternate email.
Is it possible to configure user accounts such that they use 1 email for logging in and another for receiving email notifications from Jira?

No and yes. A user's email address is what identifies that user in the Atlassian ecosystem. So, having 2 different email addresses to represent the same person would force you to have essentially 2 different users in the system. That is technically possible, but most likely not what you want and more expensive than you probably want as well (each user takes up a license seat).
So, actually: no - it's not possible.
