I need to discuss an issue regarding the transfer of organization ownership from my company's ex-employee's account to my email. Please let me know how I can proceed with this to get it resolved.
I am reaching out to request the transfer of ownership for our Jira account from a former employee's email to my company email. The previous account owner is no longer with our company, and I need to ensure that all administrative access and responsibilities are properly transferred to my account.

You could proceed a few checks before ask the Atlassian transfer te ownership.
At first, if you are Org Admin of this Organization, you can check in MyAtlassian:
https://www.atlassian.com/purchase/my/
Check If you are technical or billing contact of your Organization, like that:
If yes, you can change your contact to be PRIMARY and remove the old user.
If no, in MyAtlassian site you can't view your organization.
In that case, the quick way is using the email of the former employee to access your site and MyAtlasian site as him, adding you user and configure you as Primary Contact for billing and technical.
If the email was deactivated without chance to reactivation, as Org Admin you can open a Atlassian Support Ticket asking for this change.
This process take a few day to be done. Atlassian will try to connect with old user and proceed a some steps and after all they will change it.

I believe you will need to contact Atlassian support to make you an Org Admin if no other Org Admins exist. If you already have an active Org Admin, they can make you an Org Admin and you can remove the inactive user from the Org Admins.
