Creating a Validator in Order to Resolve an Issue, What Happens to Already Resolved Issues?

Adding a validator to check if 2 fields are empty. What will happen to issues that are already resolved but the 2 fields are empty? Will it cause an issue? We don't necessarily care about the issues already resolved, just going forward.

Hi, validators are executed during transitions, therefore only future changes will be validated
