Can not see people assigned on space or add ; Company managed account

I’m unable to assign people to tasks because the already assigned members in the space are not being suggested. When I checked Space Settings → People, it also appears empty, and I’m unable to add people there.

This is a company-managed account, and the admin has not been able to find a solution yet.

I will keep this short:

Users have no Jira product access
Admin needs to check in admin.atlassian.com → Directory → Users that the “missing” users have Jira access (via the right access group). No access = they won’t show in suggestions and can’t be added.

Global permission missing: “Browse users and groups”
In Jira settings → System → Global permissions, ensure the relevant group has Browse users and groups. If this is restricted, the People picker can look empty.

Project/Space permissions don’t allow assigning
In Space/Project settings → Permissions, ensure your group/role has Assignable user and Assign issues. If “Assignable user” is limited to a role with nobody in it, suggestions will be blank.

That’s the path an Admin should follow.
