If these groups are still synced from/with AD, you should not be able to delete them from Jira as they are managed in/by AD. Jira does not own them.
Unless you have somehow imported them in a migration and your Jira instance is no longer synced with AD (in other words: you're not actively using Guard to connect to your AD).
